If one could attain heaven only by dying in Kashi, then people would have gone there to die since the Satya Yuga. This was a great hypocrisy. According to the scriptures, only devotion is the path to salvation. One does not get anything by doing arbitrary devotion, whether one dies in Kashi or somewhere else.
